Kampala, Uganda — January 28, 2025: President Yoweri Kaguta Museveni has officially signed the National Sports (Amendment) Bill, 2024, into law, ushering in a new era of professionalism, accountability, and growth for Uganda’s sports sector. The momentous event took place on January 27, 2025, signaling a decisive commitment to revolutionizing sports governance and development across the country.
The newly amended law builds upon the National Sports Act of 2023, which replaced the outdated 1964 National Council of Sports (NCS) Act. Designed to tackle modern challenges such as doping, match-fixing, and commercialization, the Act introduces far-reaching reforms aimed at strengthening Uganda’s position on the global sports stage. These include mandatory registration for sports associations and federations, enhanced financial accountability, and the establishment of a National Recognition and Reward Scheme to celebrate Uganda’s athletic achievements.
Key provisions of the Act emphasize the role of community and professionalism. Sports associations must register with the NCS, ensuring nationwide representation and corporate legal rights. Public sports facilities are now safeguarded under NCS ownership, preventing their misuse or sale, while sports academies must obtain licenses prioritizing child welfare. Furthermore, the Act establishes the National Anti-Doping Organization (NADO) to align Uganda with World Anti-Doping Agency (WADA) standards and mandates arbitration as the sole avenue for resolving sports disputes.
The significance of this legislation cannot be overstated. Sports in Uganda represent more than just competition; they are a critical pillar of economic growth, contributing to GDP, creating jobs, and elevating Uganda’s global stature. The Act’s focus on governance, transparency, and excellence dovetails with Vision 2040 and the National Development Plan III, solidifying Uganda as a leader in sports innovation and professionalism.
President Museveni’s assent to the bill marks a watershed moment for the nation. As Uganda continues to nurture its athletic talent and build world-class infrastructure, the National Sports Act 2023 stands as a beacon of progress. The law not only fosters grassroots development but also reinforces Uganda’s resolve to combat unethical practices, ensuring that sports remain a source of unity, pride, and prosperity for all Ugandans.
