Can Qatar Deliver Lasting Peace in Eastern DRC?

DOHA, Qatar—In yet another bold step toward global conflict resolution, Qatar has positioned itself as a key diplomatic powerhouse, hosting a crucial trilateral meeting between the State of Qatar, the Democratic Republic of the Congo (DRC), and Rwanda. On Tuesday, March 18, 2025, His Highness Sheikh Tamim bin Hamad Al Thani, Emir of the State of Qatar, welcomed His Excellency President Félix Tshisekedi of the DRC and His Excellency President Paul Kagame of Rwanda to Doha, where they discussed efforts to de-escalate tensions in the war-torn eastern DRC. The leaders lauded recent progress in the Luanda and Nairobi peace processes, along with commitments made at the East African Community (EAC) and Southern African Development Community (SADC) summit in Tanzania last month.

The meeting, held in the Qatari capital, reinforced a shared commitment to an immediate and unconditional ceasefire. While previous peace agreements have often crumbled under the weight of historical grievances and security concerns, the Doha discussions aimed at building a sustainable framework for lasting stability. But as it steps deeper into Africa’s intricate conflicts, does Qatar have the leverage to ensure long-term stability?

Despite the optimism surrounding the Doha meeting, skepticism remains. The DRC-Rwanda conflict is deeply rooted in historical disputes, allegations of foreign interference, and the presence of armed militias destabilizing the region. While Qatar has managed to bring Kagame and Tshisekedi to the table, the real challenge lies in translating diplomatic agreements into tangible peace on the ground. Will regional actors fully honor their commitments, or will history repeat itself with another cycle of broken truces?

Still, Qatar’s ability to bring opposing sides together cannot be ignored.
