Uganda Pushes to Start Kitgum–Orom–Karenga Road Works as Compensation Continues

The Government of Uganda is seeking to fast-track the commencement of works on the Kitgum–Orom–Karenga Road, urging district leaders to help secure the cooperation of Project Affected Persons (PAPs) as Right of Way (ROW) compensation processes continue.

The call was made by the Minister of State for Works and Transport (Works), Hon. Siraji Ali, during a stakeholder engagement at Acholi Inn in Gulu City. The meeting brought together the Minister of State for Northern Uganda and Kitgum District leadership to discuss outstanding ROW concerns and the way

forward for the road upgrade.

The engagement focused on mobilising local leaders to encourage affected residents to allow construction activities to begin and proceed while compensation arrangements are being pursued. The government is seeking to prevent unresolved land-access concerns from further delaying the project.

Officials emphasised the financial implications of delays, noting that the road project is financed through a loan that continues to accrue interest. Prolonged delays could therefore increase the financial burden associated with the project, reinforcing the urgency of resolving outstanding issues and enabling construction to move forward.

The government’s appeal places district leaders at the centre of efforts to balance infrastructure development with the concerns of affected communities. Their cooperation will be critical in facilitating access to the road corridor, supporting the compensation process and helping move the Kitgum–Orom–Karenga Road upgrade from planning into implementation.
